Some of the important instructions and procedures which should be followed to issue export license:

1) Export & import licenses are exclusively granted to Iraqis.

2) Industrialists from private sector who are registered in the general directorate of industrial development or Iraqi industries union are allowed to export their   production even if the material is not listed among the goods allowed to be exported.

3) This company accepts all banking transactions concerning export & import processes which are fulfilled by private banks in homeland.

4) Exporting oil and its derivatives by ministry of oil only.

5) official sides related to the procedures of exported cargo clearance  

      - general administration of customs .

      - regulating  customs  permission – general company for

        land transportation .

      - regulating  manifest – general company of livestock

        services .

    -  Granting international health certificate of livestock –

       agricultural prevention office   .

    - granting safety certificate of pests .

    - Iraqi company for manufacturing & marketing dates –granting dates

      test certificate–Chamber of commerce

    - regulating certificate of origin- Iraqi industries union

    - regulating certificate of origin for industrial products–

      consular office / Approval department .   

    - Approval of origin certificate and trade lists – central

      agency of  standardization and Quantity control .

    - Imported goods are accordance to the required and 

      approved specifications .

 6) In order to issue export license, a request should be

     presented to indicate description of Required exported

     material and its quantity with presenting a banking transfer

    or a letter of Guarantee by its value  and are determined

    according to the approved exported prices.

    after issuing the license , the custom office should be

    contacted in order to organize a custom permission  and

    then general company of  land transportation to regulate cars

    manifest , and finally regulating  origin certificate by chamber

    of commerce or Iraqi industries union  for industrial 

    products and to be approved by this company and the

    consular office / approvals department .   

 7) The department includes custom compound which is near export department and it is consisting from a branch of general administration of customs in order to issue customs  Permissions and another branch of general company of land transportation to organize  Data of manifest.   

Terms of granting export licenses:

      1) The exporter should have export identity by this

          company.

      2) The exported materials should be included in the Iraqi

          goods lists to be exported and Approved by economic

         affairs committee .

      3) The license duration is one year (un renewable) except

          season  products which Determines the license duration

          according to the  season .

      4) Paying the amount of exported materials as follows:

         a) Opening a letter of credit for the exporter in one of the

             banks .

         b) A letter of guarantee of the exported material value.

         c) Banking transfer for the exporter from outside .

The adopted instructions for issuing import licenses:

1) The department was the first which started  the necessity that all imported goods should be subject to the import license restriction which was suspended according to the Coalition Provisional Authority(CPA) no.(54) in 2003 as what is called “ trade liberalization law” which had negative impacts on the Iraqi economy and market .

Our company’s efforts concluding in issuing a resolution by the cabinet according to the general security books nos.1471 in 27/6/2006 and 2228 in 14/2/2007 which returned back all foodstuff , agricultural, wood , Veterinary medicine materials to the import license restriction .

In addition to the petroleum products according to the oil law no. (9) in 2006 our company begun issuing import licenses according to instructions and mechanisms listed below:

a)     Agricultural materials: the importer should have the approval of ministry of agriculture previously according to an official letter.

b)    Manufactured food materials: issuing import license is from our company directly without the need to get the approval of ministry of agriculture.

c)     Petroleum derivatives: should get approvals of ministry of oil previously according to an official letter.

d)    Import identity issued from our company according to the following terms:

1-     Identity of chamber of commerce or industries union, or development identity and should be valid up to recent year.

2-     All personnel documents.

3-     Concerning companies: should have meeting report + establishment contract +authorized manager.

4-     Two photos.

Terms of granting import licenses:

      1) The importer should have import identity which is

          granted by this  company .

      2) All import licenses granted without external transferring

      3) All goods which are subjected recently to import

          licenses ,are  granted with Coordination with Specialized

         sectarian sides such as:

         ministries of (agriculture, oil, Metals , and industry).
